VAS ‘Valsts nekustamie īpašumi’ (VNĪ) has announced a repeat tender for the implementation of the border control service infrastructure project at Uriekstes iela 42 in Riga.
An assessment of the bids received for the tender revealed that the solutions submitted by the tenderers did not meet the economic feasibility criterion and did not comply with the requirements and financial capacity of the client. As a result, given the trends in the price of construction materials, VNĪ decided to update its technical specifications and announce a new tender.

Five bids were received as part of the previously announced tender for the construction of a border crossing point in Kundziņsala. The bids came from SIA AIMASA, ‘Panevėžio statybos trestas’ AB, AS UPB, NORDES & ACBR consortium, and SENSUM, BBA un AE consortium. The proposed contract prices ranged from 25.8 million to 41.7 million euros (without VAT).
Within the framework of the “implementation of boarder control services functions in Kundziņsala” project, we intend to establish new boarder control infrastructure conforming to modern requirements of the State Revenue Service, the State Border Guard and the Food and Veterinary Service, as well as to transfer the customs control point of Riga free port from 16 Uriekstes Street to 42 Uriekstes Street, Riga, which will potentially reduce the negative impact of transport related to Riga port on the city's traffic flow and promote the development of the infrastructure of the European Transport Network (TEN-T). The construction of a new BCP point will also improve the security of service employees and border crossers and speed up and simplify the clearance process.
We plan to create the new infrastructure in an area of 5.9 ha by autumn of 2026, starting work in 2023 with the development of the building design. The funds necessary for the implementation of the project will be drawn from the grant financing within the framework of the Latvia Recovery and Resilience Mechanism Plan and financing from the national budget. Total funding currently raised amounts to 39 million euros.
