3 contractors have applied to the open public tender of SJSC "State Real Estate” (SRE) for the infrastructure project in Kundziņsala, 42 Uriekstes Street, Riga. The proposed contract prices range from EUR 27.3 million to EUR 31.5 million (excluding VAT). We will be able to announce the winner of the contract after the evaluation of tenders, says Jeļena Gavrilova, the member of the board of SJSC "State Real Estate" (SRE).
Bids have been submitted by AB “Panevėžio statybos trestas”, the joint stock company “UPB”, as well as the association of persons “SENSUM, BBA and AE”. The winner and the exact cost of the contract will be known after evaluation of the offers. Under the terms of the announced procurement, the estimated time limit for the completion of the project is autumn of 2026.
"The project to create border crossing infrastructure in Kundziņsala is an ambitious step towards modern jobs for border control employees, which will not only improve customs processes, but will also contribute to the development of the urban environment and reduce the transport burden in the centre of Riga. With the evaluation of the bids, we will identify the optimal partner for this project in the near future. Our goal is to create new, contemporary infrastructure where the State Revenue Service, the State Border Guard and Food and the Veterinary Service will be able to perform their functions effectively. This project will not only help to optimise customs processes, but will also improve security and contribute to the development of the trans-European transport network in Latvia,” says Jeļena Gavrilova, the member of the board of SJSC "State Real Estate”.
Within the framework of the “implementation of boarder control services functions in Kundziņsala” project, we intend to establish new boarder control infrastructure conforming to modern requirements of the State Revenue Service, the State Border Guard and the Food and Veterinary Service, as well as to transfer the customs control point of Riga free port from 16 Uriekstes Street to 42 Uriekstes Street, Riga, which will potentially reduce the negative impact of transport related to Riga port on the city's traffic flow and promote the development of the infrastructure of the European Transport Network (TEN-T). The construction of a new BCP point will also improve the security of service employees and border crossers and speed up and simplify the clearance process.
We plan to create the new infrastructure in an area of 5.9 ha by autumn of 2026, starting work in 2023 with the development of the building design. The funds necessary for the implementation of the project will be drawn from the grant financing within the framework of the Latvia Recovery and Resilience Mechanism Plan and State budget financing. Total funding currently raised amounts to EUR 39 million.
Under the management of the SRE, the work on 46 different construction sites of national importance is ongoing, with a total project budget of more than EUR 230 million. The capital company provides professional real estate management and administration for 365 building and structure properties, comprising 1100 buildings with a total area of 0.95 million square metres, as well as land beneath structures with a total area of 602 hectares, and 3536 land properties with a total area of 903 hectares. The SRE is one of 23 Latvian companies that received the highest platinum award in the Sustainability Index evaluation of the Institute for Corporate Sustainability and Responsibility, demonstrating good governance and the sustainability of its operations. The company was founded in 1996, and the Ministry of Finance of the Republic of Latvia holds 100% of its shares.
