Development of a Rēzekne canine centre for training customs dogs.

The purpose of the project is to increase the effectiveness of preventing and combatting economic crime, reducing the smuggling of prohibited and restricted goods, including narcotics, tobacco products, and cash, and improving the capacity of the Latvian Customs Canine Service.
The project envisages a conversion of the warehouse at Maskavas iela 30 in Rēzekne into a modern canine centre, with a training room for customs dogs, well-equipped enclosures for the dogs to spend in during their free time, with a fenced dog walking area.
The project will improve the capacity of the Latvian Customs Canine Service, as the dogs will be better trained to search for smuggled goods in different conditions, such as climbing on a specially designed platform and working at height, and crawling into an inspection pit, looking for hidden caches. This will result in our eastern border having better-trained dogs more capable of detecting smuggled goods at customs checkpoints and performing in international competitions. 

The canine centre will bolster the capacity of the Canine Service of the SRS Customs Administration as it will provide a modern training environment.  This field keeps developing, and having modern infrastructure for training canine handlers and dogs is a very important step towards the development of the Service’s activities in the future.’

Development of a canine centre in Rēzekne for the training of customs dogs (EEA - canine training), implemented as part of the European Economic Area Financial Mechanism 2014–2021 Ministry of the Interior programme ‘International Police Cooperation and Combatting of Crime’, ‘Prevention and Combatting of Economic Crimes at the Terehova Border Crossing Point Terehova’ project.  

Project purpose:
Increase the effectiveness of preventing and combatting economic crime, reducing the smuggling of prohibited and restricted goods, including narcotics, tobacco products, and cash, and improving the capacity of the Latvian Customs Canine Service.

Main project activities:
The project involves the conversion of a warehouse facility at Maskavas iela 30 in Rēzekne as a modern canine centre, with a training room for customs dogs, well-equipped enclosures for the dogs to spend in during their free time, with a fenced dog walking area.

Project duration and funding:
The project takes place between July 2020 and 30 April 2024.

The total SRE (State Real Estate) financing for the project is EUR 757,731.22 (with EUR 594,118 being 85% EEA funding, and 15% co-financed by the state, while EUR 117,113.22 was provided from the national budget to cover VAT costs, and 46,500 was granted as financing by SRE).

Contractors involved in the project:

  • Construction contractor: SIA HAGBERG Construction, contract concluded on August 2023, for EUR 452,646.42 without VAT.
  • Construction supervisor: SIA Baltline Globe, contract concluded in June 2021, for EUR 9350.50 without VAT, EUR 920 for garage demolition
  • Designer/design supervisor: SIA CMB, contract concluded in October 2022, for EUR 35,100 without VAT.
