The aim of the project is to preserve, protect and develop a significant cultural heritage based on local government development programmes, to develop existing functions and to offer newly created services at cultural heritage sites, ensuring the sustainability of investments and the impact on the development and integration of the socio-economic potential of important cultural heritage sites in the local economic structure through the realisation of real estate in Liberty Street 75., Riga and Charlotte Street 1, Riga land units and the red lines of the Riga City municipality area.
The bold lines of modernism don't necessarily constitute a safe and inclusive urban environment, as it is with the Square of the Theatre of Beauty as an architectural masterpiece, the composition of the surrounding environment is hard to reach and uncomfortable in use. The tooth of time has also been ruthless, and parts of the wellbeing elements are not only quite depreciating, but even dangerous. Exploring the existing terrain, terrace and support walls in the area shows that the availability of the environment and connections to the surrounding streets are very unfortunate. The area is estranged from the surrounding urban environment and from human scale. Moreover, since the realisation of the well-being of the Theatre Square, both the public installation and the hierarchy have changed, the understanding of the sustainable development of the urban environment and the range of available environmental equipment materials.
At the entrance of the Theatre of Beauty, it is planned to create a drilled assembly site, build a recreation area in a currently degraded urban environment, green and set up platforms on the side of Charlotte Street (trees and seating), and the gallery under the lobby is intended to activate pedestrian movements. Similarly, it is planned to create a separate single-level surface with a room for pedestrians, cyclists and road transport, and at the lower end of the square a halve of green rainwater infiltration will be formed, thus arranging for the drainage of rainwater. The streets of Freedom, Knight, and Charlotte are designed to replace lanterns.
As part of the project, the number of visitors to the square is projected to grow by 10 711 visitors per year compared to 2015.
The field of the theatre of beauty has not been repaired since its construction in 1977. We're in the center of town, on the edge of Main Street. The condition of the pre-field, as it is currently perfectly defined, already qualifies as environmentally degrading. Not to mention that in such a state, purely functionally, it even makes it difficult for viewers to access the theater's main entrance. Given that we are the largest theater in Latvia and will be visited by up to 1,500 viewers every evening, this is a serious problem. It is a great pleasure for us that, finally, the project has moved out of place, repairs will begin, and not only the audience of Beauty, but the whole society will acquire a wonderful, architectural and functionally excellent designed square in the very centre of Riga.

The project will be implemented in accordance with Cabinet Regulation No. 130 of 10 March 2020 on the effectiveness of the priority axis “Environmental protection and use of resources” of the Operational Programme “Growth and Jobs” 5.5.1. The fourth project of the specific aid objective “Save, protect and develop significant cultural and natural heritage and develop related services” implementing rules for the selection of the Culture Heritage and the development of the related infrastructure in the territory of the historic centre of Riga.
Main actions of the project:
Designed and harmonised documentation of the design of the building of the Dailes Theatre Square, improvement of the Square of the Dailes Theatre has been carried out (an urban gathering place created at the entrance of the Theatre; a resting area, on the side of Šarlotes Street, will be greened and platforms will be installed (trees and seating space at the same time); in the gallery, under the lobby, pedestrian will be activated the movement of pedestrians; a separate single-level surface will also be developed in the area, with space for pedestrians, cyclists and road transport; the lower part of the square will form a halve of green rainwater infiltration, thus arranging the drainage of rainwater, replacing lanterns on the streets of Brīvības, Bruņinieku and Šarlotes).
Duration and financing of the project:
The project is scheduled to run from 1 August 2021 to 31 December 2023, the total cost of the project is EUR 2 050 932.89, the eligible costs of the project are EUR 1 976 470,59 (of which ERDF EUR 1 680 000), the ineligible costs are EUR 74 462.30.
Project benefits:
Once the project is implemented, a newly created service will be offered: a well-established Square of the Dailes Theatre will be an environmental site and be open to everyone throughout the year and free of charge. It will be a recreational area in a currently degraded environment where arts activities and other cultural events take place, ensuring that the environment is accessible to people with disabilities.
As part of the cost-benefit analysis, it was assessed that the number of visitors to the Dailes Theatre Square in 2015 was 3627, while the improvement of the square is expected that in 2023 the number of visitors to the Dailes Theatre Square will be 14338. Thus, the monitoring rate to be reached - an increase in visitor numbers - is 10711 additional visitors compared to 2015.
Project progress:
23.01.2019. The Met competition for the area of the Dailes Theatre was organised in ID No. RDĪD 2019/5, organised by the Riga City Council's Department of Property. The first place in the design contest was the design submitted by THE Architects Ltd.
22.08.219. Agreement No. was signed. IEN/2019/2365 “Agreement regarding the performance of joint procurement for the development and performance of the design documentation for the construction of the site of the Dailes Theatre with the Riga City Council Property Department.
03.09.2019. A negotiated procedure was organised for the development of documentation for the design and supervision of the building of the site of the Dailes Theatre. RDĪD 2019/50, which resulted in a trilateral agreement with the SIA “MADE architect” and the Riga City Council's Department of Property, which was signed on 27.12.2019.
23.12.2019. Protocol of Intent No. was signed. IZD/2019/3360 with the LR Ministry of Culture on cooperation in the direction of projects, the specific objective of “Save, protect and develop a significant cultural and natural heritage, and the development of related services”, specific to 5.5.1.
07.10.2020. Agreement No. IZD/2020/2038 was signed with “D-0” for the development of a cost-benefit analysis submitted to the CFLA in response to the project application.
30.10.2020. the Cooperation Agreement No. IZD/2020/2225 was signed on the implementation of the project “Improvement of the Square of the Theatre” and the maintenance of the results with the Riga City Council Department of Property.
11.06.2021. The public tender No. VNĪ 2021/7/2-8/AK-46 “Works for the Improvement of the Theatre Square” was opened, resulting in a decision on the award of a contract to the “KINTTA BCL” for the proposed contract price of EUR 1 495 009.46 excluding VAT (price proposed by the applicant, together with the individual works EUR 2 265 912.24 excluding VAT).
10.08.2021. Cooperation Agreement No. IZD/2021/1375 was signed on the implementation of the project “Improvement of the Square of the Theatre” and the maintenance of the results with the municipality of Riga City.
10.08.2021. a contract was signed regarding the implementation of the European Union Fund Project No. 5.5.1.0/20/I/006 (VNĪ registered with No. IEN/2021/1369) with the Central Financial and Contract Agency.
17.08.2021. The Cabinet issued an order No. 581 on the allocation of financial resources from the State budget programme “Non-contingency funds” to cover ineligible expenditure on project construction (https://www.vestnesis.lv/op/2021/159.34).
02.09.2021. In the award of the “Sustainability in Architecture, Construction, Theme 2021”, the National Real Estate Awards received special approval from the organisers for ensuring the sustainable development of the sites. The nomination “The most sustainable project 2021” recognises the development project of the Square of the Theatre of Beauty with 3 rd place.
The design work was intended to be completed at 09.08.2021. The design work has been completed, but there is a harmonisation of construction intentions in the responsible authorities.
17.09.2021. signed contract No. IEN/2021/1641 with the Ministry of Culture of the LR regarding the use of State budget financing.
11.10.2021. signed contract No. IZD/2021/1765 with “KVINTA BCL” Ltd for general work of EUR 1 495 009.46.
