The aim of the project is to increase energy efficiency and improve energy management in the Dailes Theatre building at Brīvības iela 75, Riga. Thus, the theatre will be able to better implement its overall strategic goal - to promote a mentally fully-fledged, economically active society, its cultural education and leisure opportunities, the availability of theatrical art and the preservation of cultural identity of Latvia.
The building will have an insulated roof, backstage external walls and a technological tower above the stage, as well as several other external walls (in the inner yard of the management block and the south-west external wall of the Maldera hall), replaced doors and gates, reconstructed heating system and changed stage lighting.
The energy efficiency measures taken will increase the level of comfort in the premises of Dailes Theatre. Employees of the Theatre will get a more comfortable and positive work environment, and spectators will find it more pleasant to attend the performances. The theatre will also pay less for utilities (electricity and heat), and it will be possible to use the savings for other purposes.
As a result of the implementation of the energy efficiency improvement project, working conditions for the technical and artistic staff of Dailes Theatre will be provided in accordance with the regulations. The risk of staff illness and, consequently, the financial risk of not earning the planned revenue due to the cancellation of performances will be reduced. Without a reduction in annual primary energy consumption, a reduction in electricity consumption will be achieved, as local, electric heating equipment will not be used in the cold months of the season to provide the required temperature.

Project objective:
to contribute to the increase of energy efficiency in the building at Brīvības iela 75, Riga, by implementing energy efficiency improvement activities. By implementing the activities envisaged in the project, the increase of energy efficiency of the building and more efficient energy management will be promoted.
The project will be implemented in accordance with Cabinet of Ministers Regulation No. 13 of 4 January “Operational Programme “Growth and Employment””, Specific Support Objective 4.2.1 “To promote the increase of energy efficiency in public and residential buildings” Regulations for the Implementation of the Second Project Application Selection Round of Measure 4.2.1.2 “To Promote Energy Efficiency Improvement in Public Buildings”.
The main activities of the project:
replacement of exterior doors and gates; insulation of the external walls of the stage and the technological tower above the stage; roof insulation of the building and reconstruction of the heating system; insulation of external walls (for the inner yard of the farm block and the outer wall of the Maldera hall DR); stage lighting change.
Project term and financing:
the project term is from 2018 to 2022, the total amount of the project is EUR 1 714 000 (ERDF 85%, state co-financing 15%).
Project benefits:
by performing the activities planned in the project, the level of comfort of State Limited Liability Company “Dailes teātris” employees and visitors is improved, thus providing employees with a more positive work environment and visitors with a more pleasant leisure time when attending performances.
02.2019 Submitted Phase I implementation documentation accepted, technical inspection report (TIR) of the building developed and the architectural and artistic inventory (AAI) of the building performed. Work is ongoing on the development and harmonisation of a certification card. The project application has been approved by the Central Finance and Contracts Agency.
04.2019 Agreement concluded with the Central Finance and Contracts Agency. Phase II of development of the certification card continues. Development and coordination of architectural and building construction solutions, design of heating system modernisation measures continues.
06.2019 - Certification card developed and approval of the construction board received. Development and coordination of procurement documentation for construction works started.
09.2019 - Procurement of construction works announced and tenders received. In order to continue the project and construction works, it is necessary to attract additional funding related to the project, of which the Ministry of Culture has been informed.
01.2020 - Validity period of the tender of the tenderers for the procurement of construction works extended. Changes organised in Cabinet of Ministers Regulation No. 13 of 4 January 2018 intending to increase the funding applicable to the project for the implementation of the project.
Construction works term of open tender ID No. VNĪ 2019/7/2-2/AK-48 As a result of “Simplified facade renovation and renovation of internal engineering networks at Brīvības iela 75, Riga”, on 20 March 2020, construction contract No. IZD/2020/702 signed with SIA “PRO DEV”, is 16 calendar months.
04.2020 Deed of Acceptance and Transfer of the Object signed, construction works started.
Author Supervision and Construction Supervision of construction works are provided from the internal resources of SJSC “Valsts nekustamie īpašumi”.

By the regulations the available public funding among the beneficiaries of Measure 4.2.1.2. “To promote the increase of energy efficiency in state buildings” (hereinafter - Measure 4.2.1.2) within the second selection round for renewable buildings is distributed, the available ERDF funding for State Limited Liability Company “Dailes teātris” is set at up to EUR 1 845 475 and the state budget funding at up to EUR 325 672.
